A no-take zone since 1999: no fishing of any kind here, spearfishing included, and anchoring is restricted. Puerto Rico's DRNA protects it so the reef and its fish can recover, off an island the U.S. Navy used for bombing practice until 1975. Snorkel it and take only photos.
